Residential development strategy of the Stuttgart Region

The provision of urgently needed living space is faltering. The reasons for this are complex planning procedures, dwindling acceptance among citizens and difficulties in finding political majorities. High rents and property prices as well as an overloaded transport infrastructure are examples of the resulting problems.

The lack of affordable and needs-based housing is a social, economic and ecological problem and is increasingly becoming a location risk for the Stuttgart Region. Young people and urgently needed skilled workers in particular lack the prospect of owning their own home. Sufficient residential building land has been secured in planning. The housing development strategy is intended to initiate their development.

As part of the housing development strategy, a strategic regional development concept (SREK), a strategy with comprehensive advisory services and incentive systems is to be developed on the basis of empirical data and an area map adjusted for unrealistic cases with a view to potential housing development. This package of services is intended to support local authorities in the region in activating residential development sites that are well connected to public transport. In this way, a substantial contribution is to be made to the implementation of residential development sites and the discrepancy between planning and actual realization is to be reduced.

A differentiated needs assessment is planned as a justification for new designations, the review of designated areas ('reality check'), the creation of strategic guidelines, the development of a package of offers for municipalities and concrete steps for needs-based development. Ultimately, these will be bundled in the Stuttgart Region's regional residential development strategy.

The creation of the housing land strategy is embedded in the "Housing Action Program" and represents a task area of the Regional Planning Department for the topic of housing.

Two regional specialist events will be held to discuss the results and the topic of housing provision in the Stuttgart region. The first expert forum is planned for December 2025 and the second expert forum as the conclusion of the project in September 2026.

Project extension letter

The project has been running for two years since October 1, 2024. In addition to the Verband Region Stuttgart, the cities of Backnang , Ludwigsburg and Nürtingen are involved as municipal network partners, as well as the Stuttgart Region Economic Development Corporation and the Stuttgart Region Chamber of Industry and Commerce as partners from the business sector.

The participation of other municipalities and stakeholders in the Stuttgart region is planned.

Funding as part of the "RegioStrat" program

The BMVBS's RegioStrat (Strategic Regional Development) funding program supports the creation of the residential development strategy. The instruments of regional planning and spatial development are to be strengthened. The Stuttgart Region is one of thirteen model regions that are creating strategic regional development concepts with a focus on central, region-specific challenges.
