Partial Update of the Regional Plan for the Stuttgart Region to Designate Reserved Areas and Open Regional Green Corridors for Ground-Mounted Photovoltaic Systems
Legal Effect of the “Open-Space Photovoltaics” Partial Update
With the public announcement on April 1, 2026, on the website of the Stuttgart Region Association, the “Partial Amendment to the Regional Plan for the Stuttgart Region to Designate Reserve Areas and Open Regional Green Corridors for Open-Space Photovoltaic Systems” became legally binding.
The Regional Assembly had adopted the corresponding statutory resolution on December 3, 2025, and submitted it to the Baden-Württemberg Ministry of Regional Development and Housing for legal review. The Ministry raised no objections within the statutory deadline of March 23, 2026.
As a result, the new plan is now effective immediately as a binding basis for assessing the spatial planning admissibility of ground-mounted photovoltaic systems.
Legal requirements met
Under this partial update, 0.7 percent of the region’s total area is designated as reserved areas. These areas are characterized by their particular suitability, for example due to their location, existing land use, or the legal privileges often granted to them, which allow for development even without the adoption of a zoning plan.
In addition, the Regional Green Corridor—a key instrument for open space protection in the Stuttgart Region’s regional plan—will be opened up to open-space photovoltaics under clearly defined conditions. Exceptions will continue to include forested areas, core areas, and core zones of the state-wide biotope network, as well as exposed areas with high or very high landscape quality.
A transparent planning process with ample opportunities for public participation
The plan is the result of a multi-year process during which local governments, public interest groups, and citizens had the opportunity to comment on all proposed provisions.
Based on all the comments received, the Regional Assembly conducted a final comprehensive review and adopted the plan.
