Co-financing of regionally significant commercial areas

The economy in the Stuttgart region is currently undergoing structural change characterized by electromobility, digitalization, and Industry 4.0. It is becoming increasingly clear that many important strategic corporate decisions to build new development and production facilities or expand existing locations can only be implemented if there is a sufficient supply of ready-to-build commercial space that meets demand. This can take place in new commercial areas, but must also take place in existing ones, which need to be redensified and further developed. Added to this are the current challenges arising from the climate and energy crisis.

With co-financing, the Stuttgart Region Association and Wirtschaftsförderung Region Stuttgart GmbH want to continue to accelerate the implementation of additional commercial space in the future.

The co-financing program offered to date has been terminated, but individual funding is still possible subject to the availability of budgetary resources. Support can be provided for implementation-oriented municipal measures

  • activation, in particular of commercial and industrial areas that have already been secured in the land use plan and/or regional plan but have not yet been implemented
  • the development of commercial and industrial areas if they are of strategic regional interest, and
  • the restructuring or revitalization of existing commercial sites (this includes existing commercial areas with structural location deficits as well as current or emerging commercial wastelands).

Best practice: "Laiblinger Weg"

The Verband Region Stuttgart is funding the "Laiblinger Weg" industrial estate in Schwieberdingen with a total of 985,000 euros. In July 2019, the local population voted in favor of the development of this commercial area in a referendum. The total area of the site is 44.9 hectares, half of which is expansion space for local businesses and the other half is to be developed into a regional commercial hub. Two power lines crossing the area pose a challenge and restrict the planned use.

The upcoming planning steps (feasibility study and project planning), which are planned for 2025 and 2026, will be co-financed with 85,000 euros, as well as the first construction measures for laying the lines in 2026 and 2027 with 900,000 euros.

The project basically fulfills the Stuttgart Region's goals of creating commercial areas ready for construction in a timely manner for local and supra-local requirements in the region. The inter-municipal project structure, the "gain" of around 4 hectares of additional commercial space and the given regional significance speak in favor of supporting the development of the area.

Best practice: "Scharnhausen West"

City of Ostfildern Dominique Wehrle

The Verband Region Stuttgart has provided a total of 600,000 euros in funding for the "Unter dem Plieninger Weg" industrial estate in Ostfildern-Scharnhausen. The co-funded relocation and underground cabling of two existing high-voltage lines enabled the area of 11 hectares to be expanded by a further 3 hectares, efficiently creating additional commercial space.

The co-financing program thus supports a new commercial area that is unique in the region:

The Scharnhausen-West industrial estate is characterized by an exemplary, sustainable infrastructure and mobility concept that will lead to a high degree of energy self-sufficiency. An approach that is otherwise only known from residential areas. Once the area has been completed, it will emit around 5000 tons less CO2 emissions per year than conventional industrial estates.
